"Madam President, it will be important to increase the efficiency of our disaster response in the EU. We need to learn from the experience of the most recent disasters and abandon particularly risky technologies such as nuclear power or deep-sea drilling. In addition, directives relating to potential risks must be properly transposed. That did not happen, for example, in the case of the sludge spill in Kolontár in Hungary.
A permanent EU civil protection force is something that I think is appropriate to a limited extent only. In some areas, it is indeed appropriate, for example, shared aircraft for fighting fires, but I am essentially of the opinion that the principle that people should help themselves absolutely must be adhered to. In this regard, we absolutely must ensure that we have a risk prevention system in place in the Member States. In countries like Austria or Germany, or in South Tyrol in particular, this disaster prevention is exemplary and it is provided by voluntary components. This should also be upheld as an example in the EU. I say this as someone who has been a member of a voluntary fire service since the age of 14."@en1
