"Madam President, Commissioner Georgieva, ladies and gentlemen, we are pleased, and first of all, therefore, I would like to thank the rapporteur, Ms Gardini, and the shadow rapporteurs for their fruitful collaboration on such a highly topical and extremely important dossier as this.
As I was saying, we are pleased with the balanced, rational approach adopted in the report, which perfectly takes account of the principle of subsidiarity and the idea of a solidarity clause, which should guide the Member States’ actions in their response to disasters and in their civil protection role. Specifically, I believe it is necessary to develop a predictable, pre-planned system within the European Union’s Civil Protection Mechanism that is in keeping with the principle of subsidiarity. In other words, it must not involve setting up a supranational body, which would be liable to duplicate costs and powers without any assurance that it would work efficiently.
I particularly welcome the attention devoted to extremely vulnerable areas such as islands, which is clearly expressed throughout the body of the report, as well as the emphasis on the link between disaster preparation, prevention and response, which make up an inseparable trio. Lastly, I am pleased to see how sensitively other Members have addressed the subject of major regional threats, which I believe deserves our attention; in particular, there have been many references to actions and strategies targeting forest fires."@en1
