Mr President, the image of a country such as Greece, which has failed spectacularly to achieve its fiscal targets, obviously raises problems. However, light needs to be shed on the underlying factors. Deep recession as a result of across-the-board austerity measures was forecast from the outset but the forecast was not taken into proper account. The troika insisted on obtaining a commitment on unfeasible fiscal targets and the Greek government passively accepted everything and, of course, failed to deliver.
At the same time, however, a clientelist network of protection and obscurity has been maintained. In vain have we proposed simple and effective measures to verify assets obtained through corruption and tax evasion. A recent law on buildings erected without planning permission wipes out fines totalling over EUR 10 billion. It has taken months of laborious effort to verify the origin of funds for Greek deposits abroad, and not just to tax interest, which is what the Greek government was trying to do. There is a growing credibility vacuum which risks being construed as unavoidable, even though it is not."@en1
