lpv:translated text	"Madam President, we are all aware that the European Union has set its target to increase spending on research and innovation to 3% of the EU’s GDP by 2020. However, as not all Member States will manage to meet this target successfully, I think that an integrated strategic approach is required to research and innovation as part of the 2020 strategy in order to increase public and private investments in this area. As a member of the Committee on Agriculture and Rural Development, I think that the European Commission should adopt an approach that maximises the relevant synergies from the Common Strategic Framework for research and innovation, the European Fund for Agriculture and Rural Development and the Structural Funds. A strategy must be adopted based on as many additional funds as possible, which is aimed at research and innovation at regional level and supports the development of the institutional capacity of the regions intending to adopt research and innovation policies."@en1
