"Thank you, Madam President, Commissioner, I offer my compliments to Ms Matias for her report. If, immediately after the crisis, we are going to talk less about the growth agenda than about the crisis itself, then this really will have to be an explosion. Unfortunately that is not what will happen, it seems to me, as, with one thing or another, the growth agenda, the innovation agenda is still not high enough up the priorities list. Well, fortunately it is in your case, Commissioner, but the same does not yet apply to everyone. We always talk about research, above all, as the source of growth, but it is not just research, it is the whole of society, it is a mindset, it is, more than anything, the business environment. Yes, we need to sow the seeds of growth, but that does not mean that we have to go and spray those seeds around willy-nilly. We need to sow those seeds in precisely the right way. What does that mean? Well, it means not fixating on research. It means paying a great deal of attention to start-ups, simplification, cutting red tape, easier access to funding and, above all, to the business climate, where other Commissioners, too, need to get involved in those areas that are not really within your portfolio. That means the internal market, creating a sound framework for consumption through the common strategic framework. It does indeed need to be ‘common’, but that means in common with the whole of the Commission and all of the Member States. Thank you."@en1
