"Madam President, I would also like to congratulate the rapporteur and to ask the Commissioner to be rather more demanding when it comes to budget matters, in particular. We are currently seeing an increase to EUR 50 or EUR 80 billion for this programme with, but also the incorporation of many other programmes, so that the net increase is actually very low. I would therefore like to ask, when it comes to the European Union’s own resources, for example with regard to the emissions trading revenue for the CO problem areas, could we not draw up a common programme with the national finance ministers so that these resources can only be spent to provide European added value, namely to provide research and innovation in respect of CO and global warming in an appropriate scientific manner? Commissioner, would you be prepared to hold such talks and to attempt to establish a programme in this regard with European added value, alongside the financial framework that is currently being discussed, that will help us in the short term to carry out better research into the issues of global warming and CO and to provide possible solutions and – for small and medium-sized enterprises, in particular – appropriate products and services, so that Europe’s strategy going forward is also a sound one?"@en1
