". Madam President, in publishing the Green Paper, the Commission has presented us with a vision defining the new common strategic framework for funding research and innovation after 2013. The fact that EU countries are only investing about 1.5% of GDP in research, development and innovation means that the EU lags far behind its strong economic partners, and its policy in this area has so far failed to deliver the expected improvements. It is therefore necessary to attempt a reorganisation of current systems and programmes for supporting research, development and innovation. We find many suggestions for reorganisation in the submitted report. These include the new triple-tiered model proposed by the rapporteur, Ms Matias, for eliminating inequalities in the opportunities for small and medium-sized enterprises to access and participate in the benefits of support for development and innovation. Other suggestions include the simplification and greater transparency of mechanisms providing assistance, so that creative people are not discouraged by an excessive bureaucratic burden from making use of the EU’s available resources to speed up research and the exploitation of discoveries. I firmly believe that every suggestion that will help improve the effectiveness of European policy on supporting research must be implemented as quickly as possible, as the degree to which the EU lags behind the developed world in this area is critical and inexcusable."@en1
