"I would like to make the following announcements.
Ladies and gentlemen, I would like to make a particular request that as many of you attend these debates as possible. These are, indeed, key debates and we very much want, firstly, to have a serious discussion on matters which concern our citizens, and we also want to show our citizens that we are interested and take an active part in debates. This is a very important request. I think you already know this.
On 22 September an event of great importance for the EU took place. During the 66th General Assembly of the UN, the permanent President of the European Council, Herman Van Rompuy, made a speech on behalf of the whole European Union. This is really a very important event for us.
The next matter: On 21 September Troy Davis was executed. This punishment was inhuman and unacceptable. On behalf of the European Parliament, I would like to express our firm opposition to the death penalty.
On many occasions we have expressed our opposition to the death penalty without taking into consideration whether it was carried out in a democratic country, or in a country like Iran, where on the same day a 17 year-old boy, Alireza Molla-Soltani, was publicly hanged. The execution of a minor is a violation of international law. The European Union has always been against the death penalty, without exception. This type of retaliation is not an act of justice.
Finally, announcements relating to the current part-session. We have a very important plenary before us. This week, we will be voting on the six-pack. This is a great achievement. We have significantly improved on the first draft of these legislative measures. This is proof that the Community method is playing an important role in tackling the crisis. However, negotiating the package took a long time, almost a year. The financial crisis which is being addressed by the six-pack has deepened during this period. I think we should look at creating a fast-track procedure which could shorten the current procedure. When we have to deal with extraordinary circumstances we should have the right tools as legislators to be able to act quickly. Of course this does not refer to all draft legislation, just to some of it. I intend to hold talks on this matter with the representatives of the political groups and the representatives of the parliamentary committees, especially those with the largest number of legislative acts. Let us see if we can draw up a procedure of some sort. This is only a proposal on my part.
Could you also remember that Mr Barroso will be giving the State of the Union address on Wednesday? We are also expecting a presentation of the Commission’s annual Work Programme soon. The latter speech will be important. We are expecting legislative acts to emerge next year – and emerge they must – to help us tackle the crisis. They will require rapid adoption if we want to strengthen our economy, stabilise our financial markets and send EU public opinion a signal that we are able to act quickly and effectively in accordance with the Community method.
I also wanted to remind you that tomorrow, for the very first time, we will have Question Time with the President of the Euro Group, Jean-Claude Juncker. We have so far had Question Time with Mr Barroso and Ms Ashton, so this is an extension of the way we represent voters in a situation of general crisis. Ms Ashton will also take part in tomorrow’s debate on the Eastern Partnership Summit planned for 29 September in Warsaw."@en1
