"I welcome this report regarding the gap between existing anti-corruption legislation and reality. It is estimated by the Commission that roughly EUR 120 billion per year is lost by European institutions to corruption. To put this in context, this is almost exactly equivalent to the entire GDP of my home country, Ireland, for 2010. The problem of corruption is not merely financial, it also undermines trust in public institutions, public officials and the rule of law more generally. We must address both apparent and unapparent barriers to the prevention of corruption. In particular we need to encourage Member States to make international and regional anti-corruption instruments enforceable. We also suggest the harmonisation of legislation concerning whistle-blowers and the implementation of the OECD Convention on the prevention of bribery to foreign public officials by both public and private sector organisations."@en1
