"Mr President, the package of anti-corruption measures adopted by the Commission on 6 June this year is pragmatic and sound. This means that we are about to abandon a superficial and emotional attitude to the subject of corruption. This package is impressive in promoting the ideas that legislation will become clearer and be applied more decisively, a monitoring mechanism will be created and that reports will be compiled every two years. In some countries, basic corruption models are still dealt with on a token basis. In order to overcome political demagoguery, we really need to be certain that the Commission will closely scrutinise every Member State so that it is sure that the legislative measures already adopted are being applied systematically, without any compromises. Another very useful step will be to specify the actual definition of corruption because a symbiosis has occurred between Western market expansion and traditional Eastern culture. This symbiosis generates incredible ingenuity in terms of corrupt practices. We also have to accept that greater transparency is an absolute must when we come up against a combination of corrupt motives, a conflict of interests and an unwieldy prosecution process. In such cases, it will be a good idea, Commissioner, for the Commission to gather an important body of evidence, highlighting the actions of individuals, corporate entities, parties and officials."@en1
