"With the entry into force of the Treaty of Lisbon on 1 December 2009, the Charter of Fundamental Rights became legally binding. Given the petitions received, fundamental rights form the second most important issue raised by petitioners. The incorporation of the Charter into EU primary law under the principle of subsidiarity means that Member States are responsible for compliance with the principles of the Charter of Fundamental Rights. New responsibilities have been created for the decision-making and implementing institutions, as well as for Member States when implementing EU legislation at national level. The Charter’s provisions have thus become directly enforceable by European and national courts."@en1
