". I welcome Mr Karim’s report on the regulatory environment in operation in Europe at the present time. The report underscores and reaffirms the importance of both smart regulation and the need for the form and function of the Union not to exceed what is required to realise the objectives of the Treaties. It also stresses the need to engage with key stakeholders in relation to specific legislation, particularly SMEs in order to establish the problems they face when trying to increase employment and trade within Europe. It also reiterates the need to connect with civil society in order to gain information about the situation on the ground, which in turn leads to more effective legislation. This report is particularly welcome in light of the current economic environment wherein unemployment and poor growth are prolific. Having regard to this, we, as legislators, must do everything in our power to ensure there are as few unnecessary administrative barriers as possible for entrepreneurs and those seeking to create employment for the many unemployed in Europe."@en1
