"− Since 2005, a programme aimed at reducing the administrative burdens arising from European Union legislation has been in place. It seeks to reduce those burdens by 25% by 2012, thereby generating a 1.4% increase in GDP. My aim in endorsing the Karim report is to speed up this burden reduction process and simplify administrative procedures but without undermining the quality standards that must characterise a legislative process. Institutional activities must be simplified, in the same way as we must explain our work to Europe’s citizens, who must have easy access to EU databases and legislative acts. Greater recourse to white papers and exclusive recourse to regulations in legislative proposals are just a few of the basic instruments that could ensure a smaller amount of legislation without its quality being affected."@en1
