"I am voting in favour of the Karim report, which endorses the principles set out in the Smart Regulation Agenda as key to ensuring EU legislation is simpler, less burdensome and more targeted. Currently, the incoherent, fragmented and uneven implementation of EU legislation across the board is largely due to lack of political will on the part of Member States to truly take ownership and implement EU regulations effectively at national, regional and local level. The enhanced role of the European Parliament and national parliaments introduced by the Treaty of Lisbon, together with the general principle of subsidiarity, has rendered highly significant the active participation of Member States throughout the entire policy cycle of each piece of EU legislation. Having said that, the Commission, as guardian of the Treaties, must push for the creation of better mechanisms than those we have at present for gauging and reviewing how Single Market rules apply in practice at all levels in the various Member States, and the inevitable implications that these have for citizens, consumers and SMEs. Making legislation clearer, more accessible and user-friendly for our citizens and SMEs is the way forward."@en1
