"I welcome this report on public access to documents. It is often said that sunlight is the best disinfectant and this report reaffirms that transparency is not merely a proverbial ideal but rather a fundamental right protected by the EU Charter of Fundamental Rights. Transparency is essential in order to effectively counteract corruption, fraud, conflicts of interest and mismanagement. Moreover, it is a vital structural tool to be used in the promotion of a virtuous cycle in public administration. We should reject any retrospective, backward-looking approach to transparency and, in light of calls from the European Ombudsman for the European Institutions to adopt a proactive approach, we should make as much information as possible openly available to the public. We cannot understate the nexus between open and transparent decision-making and the improvement of civil society’s participation in public life. This, in turn, strengthens the relationship between the Institutions and the European citizen."@en1
