"I voted for the report on public access to documents for 2009-2010 as I regard transparency as both a general rule and a fundamental right of the citizen, which is legally binding. I advocate that any decision banning access to documents must be based on clearly and strictly defined exceptions founded on sound arguments and must be reasonably explained, allowing citizens to understand the situation and use other legal remedies available to them. The European Union must provide a model of institutional transparency and modern democracy for Member States as well as for third countries. At the same time, we need to adopt a proactive approach in terms of information availability and make every effort to provide the public with as many categories of documents as possible via every communication channel. Last but not least, I think that national information access legislation needs to be harmonised at EU level, and Member States must be encouraged to adopt the most transparent laws possible on accessing documents."@en1
