The committee has also repeatedly called for more transparency in relation to developments in pending infringement procedures. The demands of this report, which primarily concern the first phase of the infringement procedure, the administrative phase, and call for a separate procedural law in order to establish in law the participation of citizens and transparency, can only be supported."@en1
