I voted in favour of this report because in it the European Parliament evaluates the Commission’s role as guardian of the Treaties. This is the 27
annual report prepared by the European Parliament on the role played by the Commission in monitoring the Member States. The first phase of the infringement proceedings is one of the areas of direct interaction between Europe and EU citizens, where citizens turn to the Commission and Parliament for help in order to access their European rights. It is therefore vital that complainants are treated according to principles of good administration. Thus, the report indicates that, although infringement proceedings fell in 2009, the situation is still unsatisfactory and this is above all down to Member States being behind schedule in the transposition of rules of law. The European Parliament also calls on the Commission to ensure greater transparency in infringement procedures and asks the Commission to propose a benchmark for Member States’ compliance with Court of Justice rulings."@en1
