The report we are discussing today is particularly important because it relates to the creation of an EU-wide legal framework establishing new rules for the prevention of abusive practices – such as the use of inside information – and market manipulation in the gas and electricity sectors. I support the objective of strengthening the regulatory framework which governs the European market in energy products, with a view to progressing towards regulatory harmonisation aimed at the establishment of an internal energy market. However, a legislative measure of this kind must not serve to introduce an excessively burdensome administrative regime in terms of the systematic reporting of commercial transactions. While I consider both the structure of the proposal for a regulation and the suggested mechanisms for its enforcement to be satisfactory, I agree with the rapporteur that the Agency for the Cooperation of Energy Regulators should be provided with adequate financial and human resources so that it can set up liaison offices close to the major trading exchanges.
I would also like to see effective coordination between this European Agency and the national regulatory authorities guaranteed, so as to ensure a proper balance of powers. Lastly, I welcome the increased protection of commercially sensitive information which is regularly submitted to the competent authorities."@en1
