lpv:spoken text	"Mr President, like my colleagues I was pleased to vote in favour of this regulation but because the regulation was voted on as a single vote we were unable to express our concerns regarding Article 13 which could lead to a constitutional issue for Ireland because there is a potential dilution there of the separation of powers between the legislature and the judiciary. For that reason, Ireland would probably insert a declaration with the text of Recital 23 which refers to the application of penalties in accordance with national law. That is very important."@en1
