"Mr President, ladies and gentlemen, the gas and electricity market is an instrument for driving economic growth and job creation, crucial factors in restoring the Union’s competitive edge and enabling it to overcome the crisis without delay. We must therefore prevent abuse and manipulation of the market, where monitoring and the application of penalties, along with the prohibition of insider trading, are a national responsibility.
The recent introduction of the Agency for the Cooperation of Energy Regulators (ACER) enables market transactions to be monitored, and the national and European registers of market participants make it possible to register transactions in wholesale energy products, thereby promoting transparency. Today’s vote, which is the result of close cooperation between the Polish Presidency, the Commission and Parliament, has laid the foundations for a more transparent market that safeguards consumer interests."@en1
