"Madam President, Commissioner, the European Commission’s draft regulation banning the use of carbon credits for projects involving industrial greenhouse gases, such as hydrochlorofluorocarbons, in the EU emissions trading scheme after April 2013 was officially approved in May 2011. However, this ban does not cover the national targets of the Member States of the European Union for sectors which are not included in the trading scheme, such as agriculture and transport. This is important, given that, according to the effort sharing decision, up to 2/3 of total emission reductions required of the Member States could be covered by using carbon credits. Environmental organisations are asking the European Union to extend the ban on the use of carbon credits to sectors not covered by the trading scheme. We are worried that, without a clear commitment, some Member States will be able to keep using carbon credits to achieve national targets, at a time when businesses are already prohibited from using them to achieve their emission reduction targets. My question therefore is this: should the Commission not examine such a ban?"@en1
