They are at significant risk of drifting into old-age poverty if they are unable to afford to contribute to a pension because of their low income or because they are not covered by the pension system in the Member States. The Perulli study, which was carried out on behalf of the European Parliament and the Commission, made it clear that many of these low-paid self-employed workers have a bogus self-employed status and that it was the job of the Commission to come up with a clear definition, clear boundaries and clear principles to prevent bogus self-employment and the risk of old-age poverty in the European Union.
