"I welcome the vote on the report concerning access to documents. Examples abound for which the work of the institutions should be more transparent in order to prevent corruption, fraud, conflicts of interest and poor administration. In particular, I am thinking of the European Union agencies, since their geographical distance makes it more difficult for Parliament to supervise them. The agencies should give a precise reason when refusing access to documents on the assessment and authorisation of various products and medicines, and should not hide behind commercial reasons. Transparency and access to documents should be a central tool in ensuring that they are properly managed. Similarly, constant recourse to experts and lobbies in other institutions could prevent situations from being assessed objectively. Indeed, transparency, as stipulated under the Treaties, is not limited to legislative procedures, but also covers the non-legislative work of the Union’s institutions and bodies. Thus, the functioning of working groups must be made as transparent as possible, by publishing the names of their members, and the draft agendas and minutes of their meetings."@en1
