"Mr President, I would like to thank my fellow Members for the sound proposals that are now before us, to which I give my wholehearted support. It goes without saying that the will to improve is always a good thing. We want to see a competitive Europe with better legislation and less red tape. As a politician, I am in favour of more transparency in how legislation is brought about, but as a lawyer and a European citizen, I believe that, in practice, effectiveness is perhaps more important. I therefore have three points concerning improvements. The first concerns methodology. Take, for example, the way in which amendments are made. They are often based on national sentiments, but ultimately, they make the legislation complex and unreadable. Secondly, we still base 80% of our European legislation on directives, which ultimately lead to a patchwork situation at national level when it comes to transposition as a result of late transposition, or differences in transposition between different Member States. I advocate involving many experts and basing more legislation on regulations, which have direct effect and ensure more of a level playing field. As a final point, I would like to put forward the case that we should communicate our legislation to our citizens better, so that they know why we are working on it and so that they also take an interest in it."@en1
