"Mr President, I would prefer for there to be no European legislation at all. Let there be no doubt about that. However, a procedural problem is that individual legislators sometimes have difficulty in taking rational, informed decisions. I believe that this difficulty is knowingly, if not deliberately, created and perpetuated. Amendments are changed or regrouped at the last possible moment by agreement among the party leaders. Individual members of the large party groups are oblivious to these changes and do not need to know of them. They are simply told by their party leaders how to vote. We non-attached Members do not enjoy that doubtful privilege, and nor does any large-party MEP of independent mind. We, with our assistants, must take all of our decisions ourselves. It is difficult enough to have the amendments 24 hours before the vote. However, we frequently receive regrouped amendments on the day of the vote. What we need is an improvement in the procedure of passing legislation. That would be a necessary, though not of course a sufficient, condition for better legislation to emerge."@en1
