"This report has been drafted in the light of a Commission communication and in anticipation of a legislative proposal expected in late 2011 looking at how, following the major BP oil spill in the US last year, the EU should best react to ensure that no such incident can affect EU waters. The regional groupings which are already working well, such as the North Sea Offshore Authorities Forum, should be replicated in other areas such as the Mediterranean. The report also calls for regular, vigorous and independent third-party verification of safety procedures, including before drilling can start. It calls for all information on safety incidents to be made public and transparent, for the European Maritime Safety Agency to be given a greater coordinating role in the event of an accident. It shies away from backing a new EU agency to oversee offshore oil and gas safety, but instead suggests that a body bringing together national regulators could provide added value at EU level. I support the specific point on ensuring that safety representatives should be elected and involved at all levels of operation and decision making, as well as the paragraph calling on EU companies to respect at least minimum EU standards when operating in third countries, with the Commission examining which mechanisms might help implement this."@en1
