"In favour. In accordance with the definition of the own-initiative report by the ITRE Committee, the rapporteur (Greens) took a targeted approach to ‘an effective raw materials strategy for Europe’ focusing on non-energy and non-agricultural raw materials and, in particular, on critical raw materials such as rare earths. The rapporteur turned the 3-pillar approach of the Commission on its head by placing primary emphasis on resource efficiency, reuse, recycling and substitution. The report insists also that domestic mining must not interfere with nature conservation targets (Natura 2000). The report prescribes a new cooperative philosophy for Europe’s raw materials-related relationships with developing countries, as well as with resource-rich emerging economies such as China. The report addresses in a comprehensive way issues of raw materials governance at an EU level and in the international arena."@en1
