"European industry is facing an increasingly difficult situation with regard to the supply of raw materials. It is crucial that the EU establish mutually beneficial partnerships that provide a win-win for resource-rich countries and the EU itself. The European Union needs a comprehensive and integrated strategy, focusing on short- and long-term measures that can be implemented domestically and internationally, particularly for critical raw materials such as rare earth elements. At the heart of this strategy must be an industrial innovation strategy based on resource efficiency and recycling, which are the only measures that adequately tackle the three-way challenge of ensuring future competitiveness, sustainability and security of supply. These are challenges that are faced, not just by those in government, but by all those involved; challenges that must be addressed through research and development activities for their substitution. Universities must be called on for this very purpose, to give their contribution, in their capacity as centres of research."@en1
