"This report concerns a proposal for a decision of the European Parliament and of the Council on the application of certain guidelines in the field of officially supported export credits. In fact, the majority of Member States have export credit agencies (ECAs), which play an essential role in supporting European trade and business investment; this support was to the sum of EUR 468 billion during the period 2004-2009. The framework for this support is the Agreement on Subsidies and Countervailing Measures – ‘the Agreement’ – negotiated between member countries of the Organisation for Economic Cooperation and Development (OECD). Such support is a public finance instrument to which the European Union is committed. Given that these agencies mainly support industrial activities that are harmful to the environment, in particular through CO
production, and that, according to the World Bank, their effect on poverty reduction is insignificant, I agree with the rapporteur’s position that ECAs should contribute to the implementation of EU policies and objectives, without the need to review the OECD Agreement."@en1
