"This report, drafted by Ms Reimers, concerns a proposal for a regulation of the European Parliament and of the Council amending Regulation (EC) No 378/2007 as regards the rules for the implementation of voluntary modulation of direct payments under the common agricultural policy. Pursuant to the Treaty of Lisbon, the powers conferred on the Commission to ‘adopt non-legislative acts of general application to supplement or amend certain non-essential elements of a legislative act’ and those conferred on the Member States to ‘adopt all measures of national law necessary to implement legally binding Union acts’ need to be aligned with Article 290 and Article 291 of the Treaty on the Functioning of the European Union. The rapporteur has carried out a detailed analysis of the Commission’s proposal under discussion and supports it, having identified the areas in which the conditions relating to implementing acts have been met. Therefore, under the terms of the report and given that this proposal only covers modifications for the purpose of alignment, I am voting for this proposal for a regulation."@en1
