"Europe has the highest proportion of older women in the world. However, the employment rate of women aged 55-64 years was 37.8% in 2009, as against 54.8% for men of the same age. Member States must include older women in lifelong learning processes, develop and support flexible retraining programmes suitable for older women, as well as pass on their accumulated experience and knowledge to younger generations. The Commission and Member States must ensure that the disadvantages faced by women in the labour market, particularly those stemming from care responsibilities, do not penalise them in terms of their pension or other social security entitlements. Member States need to encourage active participation by older women in the business sector, provide support for women starting up new businesses and facilitate women’s access to financing, especially through micro-credits, as well as equal representation of men and women in economic decision-making bodies."@en1
