lpv:translated text	"The recommendation under consideration, by Mr Tavares, concerns the draft Council decision on the conclusion of the Agreement between the European Union and the Republic of Iceland and the Kingdom of Norway on the surrender procedure between the Member States of the European Union and Iceland and Norway. In the context of the European arrest warrant, the extradition process within the EU has been replaced by a surrender procedure, as the Council has decided to extend this process to the Schengen countries. Subsequently, the Presidency of the Council has negotiated agreements with Norway and Iceland on judicial cooperation in criminal matters and surrender procedures. Pursuant to Article 218 of the Treaty on the Functioning of the European Union, this agreement can only be concluded once it has been adopted by Parliament. As such, and considering that the agreement only extends to the Republic of Iceland and the Kingdom of Norway the provisions in force in the Member States, I agree with the rapporteur’s proposals."@en1
