"The proposal to repeal this act stems from the political commitment of the EU to improve the quality of law making and to simplify the legislation currently in force in order to create a better and clearer legislative environment for businesses. The provisions of the regulation became obsolete because Decision No 1/95 of the EC-Turkey Association Council of 22 December 1995 on implementing the final phase of the customs union has eliminated customs duties for goods originating in Turkey. The European Parliament, the Council and the Commission agreed in their interinstitutional agreement on better law making that Community law should be updated and condensed by repealing acts which are no longer applied. Acts which have no continued relevance should be removed from the in order to improve the transparency and certainty of Union law. I agree with the Commission proposal, which clearly states that the Commission does not have the authority to declare obsolete acts adopted by the Council or by the European Parliament and the Council. It is in the interests of legal certainty for the EU’s law-making body to consent to the repeal of legislation. The purpose of the amendments submitted is to achieve a greater level of clarity and legal certainty for the citizens and institutions of the Union."@en1
