"To date, Annex I to the regulation has been quasi-automatically transposed into EU legislation without any participation on the part of the European Parliament or the national parliaments of the European Union. EU coordination and representation in the international control regimes were characterised by a leading role being assumed by the major EU Member States, with decision and policy making undertaken behind closed doors under the conceptual – intergovernmental – framework of the common foreign and security policy. All EU Member States are members of the Nuclear Suppliers Group (NSG) and of the Australia Group (AG), but Cyprus is not party to the Wassenaar Arrangement (WA), and Cyprus, Estonia, Latvia, Lithuania, Malta, Slovenia, Slovakia and Romania are not members of the Missile Technology Control Regime (MTCR). Moreover, the European Commission is a founding member of the AG, and an observer of the NSG, but does not have any role in the WA and MTCR. Accordingly, the consistency of the EU’s policy towards and within the international control regimes cannot currently be guaranteed by any EU institution. Parliament is confronted with a Commission proposal, subject to amendments. It should be noted, however, that Parliament’s room for manoeuvre is rather limited."@en1
