"The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) is to develop its own code of conduct in order to safeguard full respect for human rights on all missions, including repatriation operations. At the same time, it is to appoint a special officer to ensure that fundamental rights are respected when action is taken. This is the most important reform of the legislation governing Frontex, which needs to be strengthened further and to become more effective.
