"I voted for this report as I regard the reform of Frontex as being of paramount importance, not only with a view to remedying the shortcomings in its operation identified so far, but also to granting it new powers and resources.
One of the key aspects of this new regulation is the improvement in the agency’s protection of immigrants’ fundamental rights. From this perspective, the key aspects derive from the introduction of specific training courses for agents, the introduction of a code of conduct, as well as from the obligation on Frontex agents to comply with European regulations when conducting operations outside EU territory.
I also regard the fact that Frontex will be tasked with carrying out risk analyses at external borders as an extremely important step forward, since these risk analyses will allow an objective evaluation to be made of the real problems prevalent in the Schengen states. Finally, I consider that the next logical step in Frontex’s development will have to be to create an EU border guard system, a measure which ought to be implemented without delay."@en1
