"I voted in favour of amending the Council regulation because I believe that it is necessary to establish a European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union. The recent historic events and the migratory flows that have followed them have made this requirement all the more obvious. Following numerous negotiations with the Council and six trialogues, the Permanent Representatives Committee (Coreper) has finally agreed to the European Parliament’s final request relating to the principles of necessity and proportionality. The report significantly enhances the future regulation, and four fundamental results have been achieved: (1) the agency has been made more efficient; (2) the agency’s visibility has been increased through the introduction of ‘European border guards’ who are named in a clearly identifiable way; (3) a package of measures relating to the monitoring and protection of fundamental human rights has been introduced; and (4) the agency is subject to democratic scrutiny by the European Parliament. I congratulate Mr Busuttil on the success of his report, and hope that all this will lend real legitimacy to the agency, so that we have an increasing number of institutions representing the EU."@en1
