"Mr President, ladies and gentlemen, the disaster that struck the Gulf of Mexico more than a year ago has prompted the European Commission to reflect on legislation relating to offshore oil activities. The European Parliament, too, wished to express its position on the matter, with this report. It has adopted a text that calls for the sector’s operators to have adequate technical and financial capacity and which aims to establish high safety standards so as to confirm the European Parliament’s leading role in promoting the safety of offshore activities. The new measures requested of the Commission in this regard will have to focus on international coordination and on a realistic approach that combines all of the quality procedures that exist in the sector and prevents the creation of new bodies or additional red tape, which could well delay the achievement of specific final objectives. In concrete terms, the report demands an improvement in communication and information and knowledge sharing mechanisms, in addition to greater accountability on the part of companies operating in the sector, and calls for the role and powers of the European Maritime Safety Agency to be strengthened and expanded. For all these reasons, I believe that the result achieved thanks to the negotiations on this text, for which we voted, is a positive one."@en1
