"Mr President, the shortage of raw materials and, in particular, of rare earth elements, is a major challenge for our economy. The shortage of raw materials is, in itself, a major challenge. However, the problem is also that many of the large deposits in the countries around us are not managed according to the same rules as in the EU. There are also a lot of protectionist tendencies around the world. There is the question of conflict minerals.
Therefore, the solution is not for the EU to establish a purchase mechanism. We have, in fact, tried that before and it was proven not to work. Through the World Trade Organisation, the G20 and bilateral connections, the EU and our External Action Service must put pressure on the countries concerned, with the aim of obtaining transparent and equal access. Once we have achieved that, we must ensure that it is the markets that decide – that we leave the rest to the markets. That is a far better solution than creating a purchase mechanism."@en1
