"Madam President, the Schengen area of free movement and the removal of internal borders has facilitated the free movement of citizens in an unprecedented way. At the same time, however, it also creates pressure for the better protection of our external borders.
It should be taken as read that the Union welcomes legal migrants and that it will also protect people fleeing oppression. At the same time, however, it is equally important to prevent the penetration of crime into our territory. The Frontex Agency has a very important role in this area. Despite some partial success, it has failed to achieve the desired effectiveness over the five years since it was set up. In the area of fundamental rights, the obligation to comply with fundamental rights under the Charter, and the obligation to comply with international agreements, including the Geneva Convention and commitments relating to the availability of international protection, have been enforced. Although posts and personnel for the area of fundamental rights and data protection have appeared in the institutional architecture of Frontex, there is nevertheless a whole range of deficiencies that we need to eliminate as quickly as possible."@en1
