"Madam President, Minister, Commissioner, ladies and gentlemen, I wish to thank Mr Busuttil for the excellent work he has done in this report. Finally, after lengthy negotiations, the Council has reached a common position on the strengthening of Frontex, which is an ultimately positive political signal after a period of national egotism and operational uncertainties that lasted too long. The creation of a pool of European border guards coordinated by the agency, a better definition of the rules of engagement for joint operations, the rescue of immigrants at sea and the strengthening of Frontex’s relationships with the other agencies are some of the most important measures envisaged by this agreement, but much still remains to be done: first and foremost, we must ensure that the European Union rather than individual coastal countries is now responsible for signing bilateral agreements with countries of origin, in order to carry out joint coastal patrols and curb migratory flows, right from the port of departure. We must then work with those countries and the United Nations High Commissioner for Refugees to set up offices on the ground that will actually assess whether or not migrants have the right to claim asylum and hence to cross our borders. Much still remains to be done, but we are on the right track."@en1
