"Madam President, in line with the proposal of the European Commission, the report of my colleague, Mr Busuttil, points in the direction of enhancing the operation of Frontex. I especially welcome the intention to reinforce the provisions on fundamental human rights, because no European measure, not even the strengthening of our external borders, may disregard this aspect. I also agree with my colleague that the agency should pay special attention to Member States facing specific and disproportionate pressures. This is essential not only because recent events have revealed more strikingly than ever the difficulties Member States are facing in such situations, but also because this is what the idea of European solidarity calls for. This is what the success of the plan to build a common area of freedom, security and justice calls for.
I should like to note at this point that the abolition of internal borders, and the protection of our common external borders, is for the good of European citizens as a whole. That is why I hope that the citizens of Romania and Bulgaria will be able to enjoy the benefits of the Schengen area as soon as possible."@en1
