"The accident on the drilling platform in the Gulf of Mexico was a dangerous reminder. It was made clear that major ecological threats on continental shelves rise disproportionately with a rise in the difficulty of obtaining hydrocarbons from deep-sea wells. This requires new measures to improve monitoring of drilling conditions and to guarantee that uncontrolled leaks of crude oil will be sealed off while still under the sea bed immediately a jump in pressure occurs. Firms which carry out drilling should have to obtain a separate licence for each new well from the countries in whose territory they work. A condition for this should be the submission each time of confirmation that they have the technical capability to close down a well in the case of a sudden jump in pressure in the well, and also of confirmation that the work of the platform will be the subject of full ecological and meteorological monitoring. It is essential to have fire safeguards as well as technical and financial safeguards in the event of an accident. The European Union should support scientific research to enable innovative technical solutions to be found which will improve the reliability of the work of offshore drilling platforms."@en1
