"Madam President, I must stress that drilling operations off the coast of one state can have a considerable impact on other Member States. This is why I feel it is necessary to set performance criteria for exploitation safety. European citizens, the environment and European industry must enjoy a high level of safety, while the relevant industry must have a simplified legislative framework and fair competitive conditions.
I urge the Commission and Member States to examine the state-of-the-art practices used for exploration activities and offshore production and to propose improvements to the legislative framework. I also ask Member States and the Commission to ensure that the licensing system includes suitable financial instruments so that, in the event of major incidents, the necessary financial resources can be mobilised urgently to compensate for the economic, social and environmental losses caused by an oil spill or gas leak.
Before licences are awarded for offshore operations, I think that environmental impact assessments need to be carried out."@en1
