"Madam President, the rapporteur – rightly so – has mentioned the specific ecological characteristics of the Black Sea region, as well as the specific socioeconomic characteristics that naturally also exist there. We have always advocated that local management that takes such characteristics into account and involves local people and communities is the best way to achieve what should be the objectives of a fisheries policy: to ensure the public supply of fish; to promote the development of coastal communities and employment; and to improve the living conditions of fisheries workers within a framework of ensuring resource sustainability.
On the contrary, the kind of centralised management that has been advocated by the current common fisheries policy, and emphasised by the Treaty of Lisbon, distances us from these objectives, as has been proven in practice.
We share many of the concerns expressed by the rapporteur in her report. We also agree with many of the rapporteur’s suggestions, from strengthening cooperation between riparian states to the importance of multiannual management plans and increasing scientific knowledge to support the necessary ecosystem approach to fisheries management.
However, there are also certain factors that we cannot agree with, in particular the emphasis placed on a so-called European coastguard. This is not the appropriate framework for the vital development of cooperation among the Member States in the areas tackled in this report, and we do not understand why this issue has been included."@en1
