"Madam President, I would like to thank Ms Iotova who presented this own-initiative report on behalf of the Committee on Fisheries, as it makes a point, an example of the need to organise and harmonise fisheries policy.
A specific policy for the Black Sea is required to harmonise and organise all the countries bordering the basin, whether they be EU or non-EU countries, which applies scientific criteria to determine fishing capacity. Diplomacy should be used as a harmonisation tool in the different countries to defend small-scale fishing, as many families and towns depend on it, and to favour environmental recovery. A regional fisheries organisation needs to be set up that is more in touch with the region and solves the issues. All of that needs to be done, with a budget, so that the Black Sea lives up less to its name and becomes a rather more hospitable environment."@en1
