"Mr President, this year the European Parliament’s Science and Technology Options Assessment organ (STOA Panel) – on my instigation – has chosen management of natural resources as the theme of its annual lecture. I warmly welcome Mr Bütikofer’s excellent report, because the issue of what will happen to natural resources, including raw materials, is one of the biggest challenges for Europe in the 21st century. The Bütikofer report has got to the crux of the matter, namely that we really need to focus attention on waste recycling. This can be seen not only with regard to raw materials, but also in the case of water. Israel recycles 75%, whereas in Europe the highest rate is in Spain: 25%. I would like to point out, however, that we should have no illusions where waste recycling is concerned.
When the red sludge spill took place in Hungary, it was a disaster. In the aftermath, scientists got together to try to find ways of recycling or reusing the red sludge waste reservoirs. Although the appropriate technology is available, the cost of recycling the sludge was so high that no commercial enterprise was prepared to take on the task. We are on the right track, but we need to give the business sector incentives to play its part too."@en1
