"Mr President, Commissioner, as the report of Mr Bütikofer states, European industry is encountering ever greater difficulties when obtaining the raw materials needed for innovative production.
The rapid industrial growth in countries in the developing world, especially in Asia and South America, has increased demand for raw materials, precious metals and rare earth elements, increasing their price and restricting their availability for European industry.
However, large quantities of used industrial products considered as waste, which often contain precious metals or materials which are difficult to obtain from abroad, have long been concentrated in Europe. Therefore, in addition to finding new options for obtaining raw materials, either through trade diplomacy or cooperation in revealing new production capacity, we must, I believe, be more orientated towards exploiting the potential of waste recycling.
We should no longer consider recyclable industrial waste to be purely worthless contamination. On the contrary, we should see it as a new potential source of raw materials allowing us to at least partially reduce the dependency of the European Union on countries that supply the materials that we are lacking."@en1
