Mr President, I would also like to start by congratulating the rapporteur on the work he has done in describing the current needs of European industry in relation to raw materials, and also on the emphasis placed on the associated environmental risks and on recycling strategies. I think that these are all positive points, among others, in the report presented to this Chamber. However, I think that we must bear in mind what the Commission is proposing, and I cannot agree in any way with the model being presented, the so-called ‘raw materials diplomacy’. This proposal, together with the proposal to establish a monitoring mechanism at the level of the G8 or the G20, in my view reinforces a division, a new division, or it reinforces the division of the world into industrialised countries with raw material requirements, as we all know – and these are legitimate requirements – on the one hand, and on the other, poor countries that are rich in raw materials, but which do not even have access to them. We know that, in the European industrial context, forces exist which want to ensure the supply of these raw materials by whatever means necessary. This vision of the world is a step backwards, a way of thinking from the past, and Europe should have learnt by now, because we have at least 500 years’ experience in this area. There are therefore no guarantees that the raw materials diplomacy model will not turn into diplomatic blackmail. The developing countries and their populations must have a right to their own resources. I think that we should be talking about a new development model that is more innovative, as has already been mentioned, and that the focus of the European External Action Service must be cooperation and not the diplomacy of business."@en1
